    the unemployment problem/other social problems......
    BUT
    what they say that the country needs to have educated people..

    where/how do you employe them ... ?? ... nowhere ??

    this is distraction/time gaining/postponing social problems tactics.

    After many years living outside Uruguay, the problem still is quite the same: whether you have an education or not, there are not many well paying jobs to return to, because the rich continue to become richer and the poor poorer.
