“1. Create a global market for ‘blue carbon’ or carbon dioxide stored in the oceans; ”

    Wtf?
Is this Credits for adding carbon to the ocean sink?
    . . . . . How?

or is it Debits for removing carbon (fish, seaweed, etc) from the ocean sink?
. . . . . Who pays - the government of the EEZ? the fishing fleet? the 'housewife'? . . . . Who pays where it is a high seas operation?

    Or both? . . . . . . A whole new industry!

Awaiting details with bated (i)/baited (ii) breath

    (i)
What should I say to you? Should I not say
'Hath a dog money? is it possible
A cur can lend three thousand ducats?' Or

    'Fair sir, you spit on me on Wednesday last;
You spurn'd me such a day; another time
You call'd me dog; and for these courtesies
I'll lend you thus much moneys'?
    ( Shakespeare's Merchant of Venice, 1596)

    (ii)
    'Sally, having swallowed cheese
Directs down holes the scented breeze
    Enticing thus with baited breath
Nice mice to an untimely death.'
    (Cruel, Clever Cat, 1933)
