Almagro hasn't done a good job as Uruguayan Foreign Minister and is the object of many jokes in the country, mostly portraying him as useless. I don't think he has what it takes to be Secretary General of an international body, however unimpressive it may be in today's world.

The way he kow towed to TMBOA and is the rent boy for Gollum he would be the perfect choice for The Dark Country.

No use for the OAS, but who GAF?

Before Mr. Almagro becomes an official candidate, he should borrow a comb from Mr. Insulza, or have his hair “trimmed.” Otherwise he might be stopped at the Council's door by a 'concierge.'
Incidentally, another Uruguayan, Dr. Jose A. Mora was 12 years SG of the OAS.
Perhaps, it should be now the turn for a candidate from another country not having occupied that 'high' position thus far.
