No surprise really. Fifa is a stinking cesspit of corruption and has been so for many years.
It needs a thorough clean up starting at the top.

Umm.. yes. As a Bureau it Investigates suspected criminal behaviour at a Federal, not local, level.

The clue is in the name.
    ;-)
Perhaps you are confusing it with the CIA?

“... to uphold and enforce the criminal laws of the United States, and to provide leadership and criminal justice services to federal, state, municipal, and international agencies and partners.”

A direct quote from the FBI 'mission statement'. So I would think that if FIFA, or any organistaion, is suspected of crimminal activity on US soil then the FBI is duty bound to to investigate. Equally if an American citizen is involved, I'm sure they have an interest.

Where this gets a little murky is ensconced in the phrase
“ ... leadership and criminal justice services to [...] international agencies and partners.”

    hmm... is that deliberately vague?

I wonder if this is smoking gun evidence that will at last get rid of Blatta and the rest of the mafioso.

I certainly hope so. The whole of the top-tier of FIFA needs to be rinsed with bleach.
