The question is why is this piece appearing in Mercopenguin, a British government propaganda organ supposedly devoted to America, South America and the “South Atlantic”?

Because Gibraltar is touched by the Atlantic (The Med joins onto the Atlantic).
And the Atlantic joins onto the Mid Atlantic, which joins with the South Atlantic.
