    Can anybody help?

    62,000 disappeared.

Is the implication of this article that the police have killed 62,000 nationals?

Or were they killed be eg. the FARC?

Or is it the missing-persons--count from all quarters of a nation over the years of narco-political conflict?

Is there any way that an estimate can be made of the proportion/number of disappeareds that were innocent bystanders?
