The Falklands/Malvinas: Brazil’s next regional headache?

Saturday, March 22nd 2014 - 08:01 UTC
Full article 126 comments

By Oliver Stuenkel (*) - Brazil, foreign policy observers often point out, is blessed. Contrary to many other emerging powers such as China or India, it is located in a region that rarely experiences interstate tension or war. Not only can Brazil live on a relatively small defense budget, while India is the world's largest arms importer. Brazil can also dedicate considerable time and energy towards extending its global diplomatic reach without constantly being forced to deal with trouble in its neighborhood. Read full article

#3 More likely to put down Argentina if it starts attacking its neighbours. Argentina has a long history of attacking un defended or poorly defended people's just look at the nations of Patagonia, occupied, murdered. They were planning to attack Chile in the 1980s but decided they were too well defended and an 8,000 to 60 a advantage was more to its liking so they attacked the Falklands. Even when they don't attack their neighbours they attack their own people. The Dirty War killed 40,000 Argentines, virtually none of them on the government side. Those unarmed students and trade unionists were too tempting a target what with their lack of weapons.

It's about time Brazil stepped up and took its place as the major power in South America.

Instead of placating countries like Argentina, they should tell them to STFU, stick to their agreements, or place sanctions against them.

Brazil should lead, it shouldn't be following like a puppy. However, Chile, Paraguay, Colombia and Peru have shown Brazil up as they take control of their own destinies and don't cow tow to bullies.

This guy, Stuenkel, was recently in the Falklands. He is so knowledgeable that he didn't know that argieland was operating a trade blockade of the Falklands. Does he mention that he was there? No. Does he say that he was surprised at the Falklands' progress and standard of living? No. Because he's a clown. All he's done is to re-state the situation. He says that Brazil's foreign policy is “to keep the region free of tension and crises”. Pretty incompetent then. Not surprising with a terrorist like Rousseff in charge. If Brazil wants to be seen as a credible regional leader, it needs to tell argieland to shut up, espouse international law and listen to the truth instead of blindly supporting its latam “colleague”. Who just happens to screw Brazil as much as it screws anyone else. As matters stand, Brazil offers no solutions, it's part of the “problem”. Seems that LEPRecon and I agree!
And, incidentally, this is why Brazil cannot muster a viable claim to being a permanent member of the UN Security Council. It has no sense of real responsibility. It has no mind of its own. It has no credibility. It has little in the way of honesty. It might manage to be “a” leader of mercosur, but certainly not “the” leader. In the wider world, I would rate Brazil behind Netherlands in terms of useful contribution. Certainly well behind the Scandinavian countries!

“The head of Argentina's new Malvinas Secretariat recently announced that firms drilling off the Islands’ coasts would be ineligible to exploit shale-oil and gas in Patagonia”

And therefore losing the great benefit of being nationalised by Argentina and having their asserts seized.

“Argentina's congress passed a law that imposes prison sentences of up to 15 years and fines of up to 1.5 billion dollars on anyone involved in exploring the islands’ continental shelf without its permission.”

So with all the people that have taken part so far (never mind the future)-they're building a new gulag for all these naughty people?

“accusing London of violating international law in this “pending case of decolonization”

Which exact law would that be then?

Self made Argentine international law, or real international law?

“aims to justify the continued occupation of the islands by invoking the right to self-determination for the current British inhabitants. ”

How naughty of the UK to insist on a basic human right enshrined in the UN Charter-how anarchic is that?

“ In the case of the inhabitants of the Malvinas, we do not have a separate “people”, still less one subjected to colonialism”

So the Falklands can be taken off the list for decolonisation then?

“ The region stands firmly behind Argentina ”

Precisely-it's too much of a risk to stand in front of Argentina as you get stabbed in the back.

“Venezuela's bemoaned the Islands’ “colonial situation”.

    Yet....

” we do not have a separate “people”, still less one subjected to colonialism“.

    Make your minds up.

”Cuba's foreign minister recognized “Argentina’s legitimate claim on the sovereignty” over the Falklands”

And therefore Cuba is destroying the USA's territorial integrity, and should be US territory..

    Make your minds up, CELAC.

Yet in January 1850 the Argentine Republic ratified the Southern-Arana Peace Treaty with Great Britain and legally ended the Argentine Republic's pretensions to Britain's sovereign territories in the South Atlantic

In October 1945 Argentina ratified the UN Treaty

Then in 1982 Argentina lost its illegal war of aggression against the Falkland Islanders in direct breach of the UN Charter and UN GA Resolution 2065. Great Britain freed the Falkland Islanders from Argentine military occupation and again legally ended Argentine Republic pretensions to sovereignty

The reason Argentine Republic refuses to accept the self-determination of the Falkland Islanders is purely due to political disagreement between the Falkland Islanders the Argentine Republic; thus Argentina is undemocratic because Argentina refuses to accept an outcome which is alternative to its wishes

However, Argentina is legally a third party to the self-determination of the Falkland Islanders and has no legal right or power to interfere; in fact the current Argentine interference is a criminal breach of the UN Charter not least Article 74 and UN GA Resolution 1514(XV)

Nobody expects Brazil to change sides nor Uruguay nor Chile! Voting in the UN and UNASUR etc is all done for political and economic reason - always has been - nothing to do with what is right and what is not!
BUT - if(and its only an if as nothing is certain either way yet) Offshore Oil takes off here in a major way- the Brazil will be looking to gain and logical that they should with the support services etc etc. Then you could see perhaps large Braz companies saying to their Govt - there are a several billions of US$ in business at stake- lets think of Brazil first and not the idiots in BA.

The penny will drop when enough people in South America realize that they have been duped by Argentina's spurious claims to the Falklands and the fact that 5 UN Advisory Opinions ALL state 'that the right to self-determination is applicable to ALL non-self-governing territories.'

@16 They're not duped at all. They are willfully and short-sightedly drinking the chunky milk and swallowing the goldfish of regional racist latin american identify politics. Otherwise they wouldn't be visiting the islands and when islanders visit THEM they'd be arresting them and extraditing them to Buenos Aires or deporting them to London.

The penny WILL drop but when they realize not the Argentina has duped them, but that there is black gold in those waters, administered by *FREE* and happy Falklanders who remain interested in doing business with them despite the mainlanders prevailing childishness.

Chile recognizes Argentina's claim only because of political and economic reasons. The truth is however that Argentina is full of kleptomaniacs that never keep their promises. Unfortunately, we share a border with them and have to put up with the crybabies.
Oliver states: “...1,300 troops backed by four Typhoon jets...” Actually about 1k defense related personnel. “... If Argentina imposed a full-scale economic blockade of the Islands...” I would ask how? With Argentina's broken down navy? With their almost non-existent airforce? And EVEN if Argentina were able to assemble an assault force and take again possession of the islands, with what army? Certainly not with the current demoralized and corrupt one they have now...
Oh, I would imagine that Bachelet would agree to the suspension of the weekly LAN flight and this time would not offer assistance to the British like before... (Look at how she's recently failed to condemn Venezuela.). However, I sincerely doubt she would do anything else.

Brazil has no dispute with the Falklands,
Brazil is to far away in any case,
It may yet prove very lucrative to Brazil to do business with the Falklands,
The only fly in the ointment is Argentina,

It seems to all and sundry that it could well be Argentina that is holding everything and everyone back,
Perhaps the day will come when Brazil and other South American countries abandon Argentina to its own self destruction and move ahead with trade deals with the Falklands,

One either moves into the 21st century, or remain in the past..

“The British residents of the islands do not have the right to resolve the sovereignty dispute between Argentina and the UK: nobody doubts they are British, and can continue to be so, but the territory in which they live is not. It belongs to Argentina.”

“and can continue to be so (British)...” Well that’s very ’argentine’ of the ambassador.
But here we have yet another shift in the Argentine position on the Islanders, it seems, in Castro’s mind, they have progressed from being ‘non-people’ to British people. If they bothered to ask the inhabitants of the Falklands, they would claim to be Falkland Islanders. But of course that doesn’t fit with Argentina’s colonial ambitions for the Falklands.
One day they may realize that no amount of acquired territory will change the fact that Argentina is a morally bankrupt state that is regarded, at best, as an awkward, hostile neighbour and at worst as an international pariah.

The Falkland Islands are going to be a head ache more and more to the South Americans because they are a democracy running their country well and their inhabitants all have a good standard of living. When the oil starts to flow, there will be huge US and EU interest, if they are the only countries wanting to work with the Falkland Islands, so be it. The door will be open for many South American countries. If their headache is not wanting to upset Argentina, then that is their problem and it is nothing to do with the Falkland Islands.

Oh, we don't need and aircraft carrier to destroy everything Argentina has in 2014. The islands are fortified by rapier missiles, we have Tomahawk cruise missiles of their coast and soon to have Taranis supersonic stealth drones based in St Helena that can be over Argentina in 1 hour.

They can add that to their headaches!

Yeah, because we don't like Anglos, like you. Is that problem?

    We don't have that right?

You see, we have a slight problem with a bunch of people that for 500 years did NOTHING BUT ATTACK 'poorly defended people', and today think they have a moral standing on the matter over us.

That's rubs us the wrong way. Is that so shocking?

You attacked our territory three times in the 19th century. That didn't score you points with us. Is that shocking too?

You show implacable double-standards on the Ukraine today, allowing the pro-Westerners to topple a government, but denying the Crimeans the right to do the same.

If the rest of Latin America does not see that blatant hypocrisy, not our problem.

You Anglos accuse Argentine of genocide within Argentine territory, you did the same exact and worse in North America, Australia, and India.

Would you be friendly to a man that tells you to shut your mouth as you talk on your cell phone, while he yaps away shouting in the streets, lungs out?

Seriously, you need help if you can't see why Argentines are the one people in the Western Hemisphere that want nothing to do with the Anglos.

''the same exact and worse in North America, Australia, and India.'' No. India is still full of Indians. And in any case, nothing Britain did to anyone excuses genocide within Argentine Territory. Are you saying it's OK because Britain did it too? Really?

Who is this 'we' and 'us' anyway? You don't speak for all Argentines (I doubt you even are one). Britain is full of Argentine people who have no problem at all with 'Anglos'. Just because you are a disgusting racist little scumbag don't make the mistake of thinking everyone in your country is still weeping with rage because the British sent a warship against the Spanish in 1807. Most people have managed to move on and get a life and I suggest you do too.

No, my comprehension challenged friend, the actions themselves were not justified. Britain lecturing US about it is the issue.

I do speak for all Argentines, since I have convinced a vast number already of the evilness of Europeans, including Anglos.

You sent a warship?? You sent 5.00o TROOPS to subjugate the city, by force, and shooting cannons at homes and innocents!

That sound friendly to you??? If you had a problem with the Spanish, you would have attacked Spain. Or at least one of the big colonies full or real Spaniards in Lima, Havanna, or Mexico. You didn't have the guts for that and instead tried to assault and rape a defenseless (there you went again, attacking “poorly defended people”), marginal outpost in the middle of nowhere.

Thankfully the local civilians gave you lot a got fry in the pan (literally).

Toby, The saddest person I have ever met in my life was someone who never had to work. His family was one of the wealthiest families in the USA. He had no direction, no self worth, he told me once, my only job is to find someone to love me and at 40 he had not done it and considered himself a failure.
Money is not my goal in working. I work for my self worth, my self esteem and I help others. I am probably the luckiest person I know. I have never had to worry about having money it has always been there.
One of my goals in life is to go to every country in the world. I am 1/3 done but I have many many years to make it happen.

But I always knew the Anglos viewed others as less worthy of compassion. Their entire history is a reflection thereof.

No. You haven't suffered anything at 'our' hands.
You are no more suffering for the actions of the British in 1807 than I am suffering for the actions of the Spanish in sending the Armada against England in in 1588. You are entitled to the same amount of 'compassion' for a historical wrong suffered by other people a long time ago.
I'm not saying that what happened 30 years ago is more 'worthy'; I'm saying it's not less worthy.
You want us to empathise with your 'pain'? Ok, I do. Poor you. I'm sure you're similarly sorry for anything the Spanish did against the English and then the British (you are sorry, aren't you?)

Brazil's purchase of Swedish fighters, construction of a nuclear sub etc, is first of all, an attempt, or a good excuse to keep up with military technology - their current airforce and navy, are in a deplorable state. Second, it's a chance to superinflate the costs of these contracts and syphon off a few million dollars into Dilma's swiss bank account. Brazil has no reason to fear any conflict in the south Atlantic, or even Argentina, except on the commercial front - defaulting on debts, breaking the rules of the Mercosur, you name it.
Brazil's problem is that it has always sat on the fence, or for convenience's sake, or for ideological reasons, and has (in the last 12 years) sided with the worst pieces of shit their incompetent government can find - Chavez (now Maduro), Evo Morales (a complete asshole), Fidel & Raul Castro, Ahmedinejad (when in power), some shitty dictator in Central Africa, Cristina botox lips....and the list goes on and on...just a reflection of Lula's ignorance, that drove him to associate with people who couldn't care less that he was/ is an ignorant asshole.

Quite true Redpoll. And also a Masonic Lodge. But neither the newspaper nor the lodge caused “suffering” for the population as Trolo @ 61 claims. In fact, on the few occasions when the Invasiones Inglesas are discussed, Uruguayans often express the thought that it was a pity the British left.

So because the rest of Latin America has “good” relations (whatever that means) with the UK and the Faklands, or the Uruguayans supposedly lament the British didn't stay to subjugate them more fully... that Argentina should act and feel the same way.

I think that is the crux of the matter. Forget the Falklands. If Argentina would come tomorrow saying “Ok, they are yours UK, we shut up forever”, but then refused to engage with them or become once again “friends” of the UK, you still would insult and blast Argentina.

Because you have no respect for differing opinions, as in the opinion that another country wants no relations with the UK or the Falklanders.

So Ynsere, taking your word for it, so the British did a couple good things according to you in Uruguay. None of it in Argentina. They came in cannons firing, taking civilians hostage, and destroying infrastructure, and trying to impose their king and language.

Sorry if to us Argentines that is historically seen as an act of aggression rather than something else. If in Uruguay the invasions are secondary footnotes fine. In Argentina they are a primordial part of our identity.

Your government wants to negotiate with the UK with a view to making the Falklands and the Falkland Islanders part of Argentina. I can reference this for you if you like, but it is a self- evident fact and a matter of record.

It might interest you to know that giving the Spanish a hammering when they tried to impose their king and language on England in 1588 is a primordial part of British identity. It doesn't make us hate all Spanish people though. Because that would be childish.

You should very well hate us. If you noticed, I have never attacked a Falkland Islander here. Much less told them anything if they hate Argentina.

I hate Anglos and Europeans because they don't apologize for their crimes of the past. There can be no reconciliation without contriteness first.

The reason I hate them all now is because of the things they have said about my country. Before that, while I found their past actions execrable, I had no strong personal animus. But when Europe and the UK embarked on their latest anti-ARgentine tirades, then that all changed.

This forum also made me see how the foreigners feel about Argentines.

Argentina will never get any benefits from a relation with the UK, or Europe. Only misery, and probably get dragged into a war. See 1914 and 1939. Back then we were tied at the hip with Europe including the UK, and we had to really fight back hard to stay out of your war.

The main features of employee stock option programs are:

•An employee is given the option to purchase shares in the company at a future date, at a specified price which is often based on recent average share price.
•If the share price rises over time, at the future date the employee will at be able to acquire stock at a price lower than market price, for an immediate gain.
•The employee can either retain or sell the shares in some plans, but in other plans (usually called stock appreciation programs) the transaction is nominal, and only the appreciation in the share price is paid, without any actual stock transaction.
•When there are actual buy and sell stock transactions, many stock option programs use treasury shares which can be issued and redeemed without brokerage costs.
    The advantages to employees are:

•Able to profit from the rise in share value of the company
•Able to acquire shares and sell them without brokerage cost
•Choice of when (and whether) to acquire the shares after the vesting date of the options.
The advantages to the company are:

•When stock options are awarded to valued employees, it is a form of (sometimes very significant) recognition and compensation. Senior officers and employees work very hard to ensure they get this reward.
•This form of compensation does not require the company's cash, since treasury shares are issued.
•The waiting period for vesting of the options requires the holder of the options to be employed by the company at that time. Unvested options in a rising stock is an incentive to remain with the company.
•Recipients of the options focus on the success of the company, so the share price will rise.

    114. Yes he was funny at first now he is just pathetic and sad.
I am pretty sure he has some serious mental issues.

Back to 8/1 and 11/1 my guess is the farmers are waiting for 15/1 to sell the bulk of their grains.
They may not have to wait too long now.

I hear cooking oil is out of stock and they are prediction inflation of 48% and a recession is assured.
    Watch poverty and crime skyrocket

The next 3-6 months should be really fun to watch.

You REALLY don't have an idea about this “taking the p*ss” thing do you?

You see what you did there?

What you did there is to list the stuff that we already know, and joke about on a daily basis.

and as for your pointless point at 10

    10/ Famous British multilinguals

Are there any Famous Argentine multilinguals????

I guess that yankeeboy comment at 112 is correct...... and, if I may be allow to paraphrase Stephan King at moment:-

“He had come from nowhere, he was going nowhere. He had reached a point of pointless ending”

Well done Tobi, you are such a crushing disappointment on so many levels................

    TooOld @ 119

I think writer Jorge Luis Borges would qualiify as a famous Argentine multilingual. At one time he was a Middle English professor at Cambridge if I'm not mistaken. He was also very much an anglophile. Perhaps you've read a very thoughtful poem he wrote just after the Falklands Conflict.

TrolleyLiar @ 94, “I hate Anglo people, not all Argentines share this view”“.
You've got a serious problem - which affects ONLY you...toughy shitsky.
@99, your criticism of Yankeeboy at #98 :
”Never heard of Buenos Aries. Is that near the tropic of Capricorn or Cancer?“”.......Sure, YOUR English is REALLY good...if the “Anglos” started to correct the sh*t YOU write, this forum would be about the English language.....and I suppose you think that 770 miles, the distance between BA and the Tropic of Capricorn, means just around the corner ?? you stupid c**t !!

Didn't Galteiri utter “I will fight to the last drop of your blood” in English or was that a translation?

    Famous Pete!!! Famous!! not infamous!!!

But ok then, I'll give you that one. I'll see your Galteiri and I'll raise you Keith Floyd, Eddie Izzard ( English, French and German )

and, The Man voted most likely too at College:- Nick Clegg who, as, BBC news has said :-

“Clegg speaks five languages and enjoys the company of EU leaders such as Council president Herman Van Rompuy”

Oh yeah and Sir Anthony Parsons, British ambassador to the UN ( Arabic )

and then there is of Major Ewan Southby-Talyour ( speaking and writing Arabic )

    @126

I stand corrected, Galteiri couldn't have been multi-lingual as he mistook the warning by the UK on 23/4/1982 That any Argentine forces representing a threat to the UK forces would be liable to attack anywhere.

His 'multi-lingual' skills interpreted this as 'You haven't got a hope in hell of removing us from the Falklands because there are thousands of Argentines cheering me around the Casa Rosada'
