Blackouts continue in Argentina while government keeps threatening power distributors
Blackouts continued in several neighborhoods of Argentina's metropolitan Buenos Aires area while protests increased including pickets in highways, attempts to set on fire power distributors offices or kidnap power companies' officers while the only resource from government has been to blame companies and threaten to take over utilities. p.p.s. I understand that things will much better when the government takes over the creation and distribution of energy - just like the national airline and international debt management.
Power companies DO NOT HAVE THE MONEY to invest in the infractructure because of ineptitude of the GOVERNMENT. Cannot the GOVERNMENT see that freezing prices does not make money for the Electric Companies. Now they want to FINE the companies so they have less money to invest. You know where this is going to end.

The government is now taking even more money from them in fines and compensation, so there is even less chance of investment.
Surely the only way out is for the government to nationalise - but that will end up costing the government even more. Can you imagine it making the government ever making a profit post nationalisation?
It all beggars belief.

On a per capita basis it is down to the level of 1997.
Building power stations and building and maintaining a decent reliable grid to distribute power costs lots of money. Like everything else in RGland its all falling apart. RGland needs an intelligent capable government and stability to drag itself up by its bootstraps from the low point. This, like in the UK presently is hard and painful. RGland needs to look at itself critically. It wont get anywhere with the present load of goons and crooks. The Scotch are in grave danger of going down the same dead end socialist path if they go along with the socialist rantings of the pink president. Its a one man road to disaster.

Today we will have 38C here in Melbourne. I cooled my house overnight and will close it up soon. By this arvo I will have to run the air con for and hour or two probably. In 15 minute spurts to keep my lounge comfortable. It's too expensive to run it non stop as it should be.
The last thing I will worry about is the power grid collapsing or a blackout.
But interesting which posters have disappeared since these blackouts in Argentina started: Think, Marcos, Dany, Heisenbergcontext, Alejandro... who else?

I've seen plenty of transformer stations cut off because of overload and it doesn't take a week to get it up going, that's just silly.
And no way a heatwave could be a reason to construct an entire power plant.

No, if electricity production was the problem, we'd see this happening every single time there is an overload on the Argentine grid.
Storms can bring the power grid to its knees for weeks, because of damages to the grid itself. So can other natural disasters, but a heatwave merely causes an overload.

So yes Argentina can generate electricity, but that doesn't mean its electricity grid can cope. The fact they import electricity from Uruguay means that Argentina cannot meet the surge in demand during hot weather.
What is worse is that industry has lower demand at this time of year.
If electricity is cheap, there is no incentive for consumers to conserve. No incentive to switch off appliances. No incentive to buy or upgrade to more energy efficient appliances. No incentive to insulate alter lifestyle.
By keeping electricity prices artificially low, the government has denied electricity companies adequate returns on investment. Why invest if your returns are negative. They are businesses not charities.
Free electricity markets do WORK. Australia yet again is proof of this. Our population grows 400,000 per year and electricity consumption is DROPPING. Each person in Australia now uses as much electricity as we did 16 years ago.
It's already 30C here and will reach 38C later. And other than my fridge and modem, all I'm running is a pedestal fan in the lounge and each exhaust fan in the bathrooms. The two air cons will stay off. Why? Because they are too expensive to run.
The Argentine government thinks it is helping people by making electricity so cheap. All they have done is made electricity consumption soar without anyone caring.
Argentina has got the electricity sunset it pays for.
Thankfully I also have the electricity system I pay for. And don't have to worry about days without power during a warm spell.
Well I gotta go and catch an air conditions electric tram into town to go to an air conditioned shopping centre and watch a movie. No fear that the power will cut out.
To Invest in what exactly, Anglolatino? In new random power plants in case of a heatwave?

The Argentine government regulates the electricity industry in Argentina. If they refuse to provide the oversight to make sure the industry is invested in and upgraded and expanded; then they are to blame. It they want to keep prices artificially low to buy off a restless population so they fail to notice other shortcomings; then they are now reaping their reward.
My all means let the government nationalise the energy system. There's two guarantees. First, they'll have to pay out like they do YFP. Second consumers will pay to upgrade the system. It might be through taxes instead of tariffs but they'll pay either way.

You went off topic FIRST so don't try to pathetically whine about staying on topic now. Marriage equality in Australia has nothing to do with Argentina's current crisis. For that it what it is. A crisis.
As for what to invest in? Well generation is just one factor. There's the HV lines (they run at 220,000 volts here) then there the distribution centres (Melbourne has 8) they step it down to 22,000 volts. Then it's off to suburban streets and transformers that step it down to 415 volt 3 phase. And finally into the house at 240 volts (+-6% in Victoria). Unless all that is running well then you have problems. And remember electricity recirculates back to the source.
Failure to invest in all that can cause major problems. Unauthorised connections throw out the balance. There's a reason that only licences electricians can touch anything electrical here. To keep our system WORKING.
Power generation is worthless unless your network actually works.
But perhaps I don't know what I'm talking about.
Perhaps we should talk about gay marriage.

Melbourne's HV supply runs at 220kV. Whether that is better or worse than your alternative is beside the point as that is what they are. I didn't claim otherwise.
The supply into my current house is 240V single phase as far as I'm aware-though that can vary. Usually somewhere between 220 and 260. Though the house I built with my father had 3 phase due to the size of the powerboard because of the way the house was wired and the fact my mother used a kiln.
And yes Stevie, the more illegal connection to the grid the more unstable and the greater the voltage drop. Length by cable thickness. A neighbourhood transformer steps the voltage down for a certain area's usage. If you were as well travelled as you say, then you would love the almost chaotic beauty of cables leeching electricity throughout many developing nations - of which Argentina is now one.
For some unknown reason you believe there is no issues with Argentina's electricity system and yet for some unfathomable reason there are 100,000 of Argentines with electrics supply issues right now.
According to you Argentina generates ENOUGH electricity. So why don't people have any? Where is the issue in your seemingly experienced opinion.
You keep harping on about there being no problems and yet clearly there are. Why can't the Argentine electricity grid handle peak loads during a heatwave?
Ours can.
Back on early 2009 we had a massive heatwave with consecutive days over 43C and our highest ever temperature of almost 47C. And yet OUR system coped. A day without electricity here is considered a MAJOR failure.
But to you, more than a week is not an issue.

This is for the reason that lower voltages have too much loss across distances (higher current equals more heat = loss)
This is why you have +-6% in... Virginia, was it?
It has nothing to do with production of electricity nor blackouts.
And your illegal connections have nothing at all to do with voltage drops in the grid, only voltages drops in the connections in question. It could, in the occasion of a massive short circuit, have the same effect on a transformer station as an overload.
Blackouts occur when the power grid goes down. A heatwave means it can do so because of overload. An overload usually results in some fuse burning in some transformers station. This is easy to remedy as soon as the overload in question is dealt with, something that is redundant, as the overload disappears with the fuse.
This should NOT take a week, but a couple of hours at the most.
The problem in Argentina is political, has nothing to do with the capacity of the grid.

There are two ways for a blackout to continue for many days.
Either there is material damage on the grid, or someone is refusing to change the fuses.

Maybe there aren't any fuses. They are forbidden to convert pesos to U$ and to import them.

And Poppy, there is no difference on USA, Uruguay or the Malvinas regarding power grids, only the amount of electricity produced, parallel transformers for heavy loads and equipment for personal security. The distribution is the same, regardless if your voltage is 110, 230, 400 or 690...

You have a problem in that grid cannot provided the power capacity that is required and therefore needs to be upgraded.

The biggest consumer is the industry and any increase in demand doesn't happen overnight, but does follow the development of the nation.
A heatwave is no excuse to have the grid down for a week.
If the problem is insufficient power, it's not something that occured, the power companies KNEW it, and it's more their fault for not having adressed the problem accordingly. You could argue they didn't have the means, but they never issued a warning (that I know of) that the average consumption was reaching te maximum output. Their responsability.
And golfcronie, 100 transformer stations wouldn't help Argentina at this point, simply because those don't produce electricity...
I don't think power supply systems use fuses, they use circuit breakers. The circuit breaker is designed to trip if the current through them exceeds the capacity of the downstream circuitry.

(so “changing a fuse” will simply not work in thsi situation) There are only 2 methods of restoring power in this situation. 1. Wait for people to turn off enough equipment (and disconnect any illegal drains on the power supply) such that the demand drops below the circuit capacity such that the circuit breaker can be reset, or 2. Invest in more power lines to be able to supply the required demand.
Another possiblity is that you simply don't have enough power to supply the demand. In which case the supply company has 3 options 3. Turn off sections of the circuit to reduce demand on the system - result blackouts, 4. Attempt to provide reduced power - result brownouts, or 5. Invest in more power generation capacity.
I don't know the technicalities of choosing between 3 and 4 but I suspect that when things are really bad, 4 isn't an effective option - it will just mean that nobody has effective power rather than the lucky few.
It seems clear that neither 2 or 5 has occured with the inevitable results that you have 1, 3 and 4 as your only options.

Dec 28th, 2013 - 06:07 pm - Link - Report abuse 0A transformer station isn't a power supplier, it's a power distributor (in this case) and the do indeed have fuses, although circuit breakers are common as well. Either way, the system is the same, they are dimensioned to cut off in case of an overload to protect the station. (Hence, golfcronie, there will seldom be a need to replace a transformer as they are protected, unless they blow up, that is...)
When the fuse (or circuit breaker) cuts off, the overload is indeed gone, as no machinery will EVER start automatically when power returns, that's just a safety issue. And light bulbs don't count, they have no influence in the overload, we are after all talking about Terawatts...
The fact that you blame the shanty Towns is ridiculous, as the amount of electricity these places consume, in total, is less than any major factory by itself.

El Chocon supplies hydroelectric power ( 6 turbines ) to BA by way of two transmission lines and if memory serves me correctly there are 3 booster stations between El Chocon in Neuquen province and BA. Now if one of these booster stations were to have a problem, do you think there could be a dire consequences or not. Maybe problems with the turbines, not off the shelf items.
Mmmm...I know a bit about power supply....a transformer is more a piece of electrical equipment that transfers energy by inductive coupling between its winding circuits than a machine.
Dec 28th, 2013 - 06:51 pm - Link - Report abuse 0Large transformer are cooled some air cooled, some liquid cooled....they do overheat with load and are only good for 10 to 15 years...increased heat and overload will cause problems...
Machinery in a power circuit will automatically start as the grid is designed to trip...power off...then resumes after a few seconds..if it trips again it resumes after so many minutes..it it trips again it goes off and isolates so many poles and as the circuit is a loop the power continues except where the problem is...
High temperatures will cause problems...different from winter because it occurs during peak overload...when it's hottest so it's occurring during peak consumption...daytime not evening....air conditioners etc....
Also increased temperatures causes increased resistance and thermal expansion puts extra strain on components leading to failure...
That's all I know....
Argentina experienced a record requirement for electricity on the 19th dec 2013, that requirement was for 23,334 MW of which Uruguay supplied some 2% namely 500 Mw after being asked by the Argie government to supply everything that was possible. So it seems they knew they had a problem. So what is the problem, as everyone is saying it is the distribution. I suspect it has more to do with the subsidies and consequently the distribution companies find it impossible to invest. Any thoughts or does anyone know the answer?

It began about 10pm on Tuesday the 10th and lasted until about 3am on Wednesday in São Paulo, although power was restored gradually in some places from before midnight.
They said that heavy rains and strong winds caused three transformers on a key high-voltage transmission line to short circuit, cutting the line and automatically causing the complete loss of 14 GW of power and the shutdown of the Itaipu Dam for the first time in its 25-year history.
The power cut affected 18 of the country's 26 states, and brought chaos to cities including São Paulo, Rio de Janeiro, Belo Horizonte, Campo Grande and Vitória.
More recent major outages across Brasil have usually been attributed by the politicians to 'lightning' blowing transformer and distribution complexes. The scale of these outages is often vast.

This is a heatwave with a supposed overload.
If the power isn't enough to keep people alive, it must mean that something is using the power, or they are merely not producing enough electricity.
It could also be that somebody is taking their time to fix te fuses (or Circuit breakers). Personally, I don't think they don't produce enough electricity to keep people alive but do so to keep the biggest power consumer, the industry, going. You could argue those have their own generators. Fine, but then, where IS the power going, the one they DO produce?
An overload is NOT a reason to have the power off for a week. A transformer station that goes might be, and most definitively fallen wires. But not an overload. Especially not is it's killing people.

Capatanich the new Argentine czar in a recent press conference refused to acknowlege that Uruguay was supplying any power to Argentina at all, but from what other posters say its 500Mw
This represents the entire production of the hydro dams on the Rio Negro.
The water storage resource for generation on those dams is 135 days.There has been very little rain for the past 90 days to replenish the main reservoir, so we have perhaps enough water in the “battery” for only another 95 days generation at a reduced rate because as the head in the turbines falls less electricity is generated

So the whole of our power is produced from expensive imported oil plus a bit that comes from the timber companys like UPM, the paper mill that Argentina protests so much about.
Electricity prices here are horrendous and due to rise another 7% next month.My basic tariff is $44.50per kW -thats over U$D2.and on top of that there is a 22% IVA (value added tax)

We have had some outages in cities in the interior. Nothing serious, but the folk affected are not happy campers when they have no power because of electricity being transmitted to Argentina
Uruguay is not self sufficient in power.and at times has to import from Brazil and Argentina.

This would have to come through grid lines of Argentina.The charge was so preposterous that the project had to be abandoned. So much for the free movement of goods and services within the Mercosur!
Last winter Uruguay had to import power from Argentina.Talking off the record to some engineers in UTE, Argentina decided to cut the power to Uruguay giving 21 minutes notice and not only that demanded that the Uruguayan generating capacity of Salto should be diverted to the Argentine grid
Unlike most countries our hydro is base load and you cant fire up a thermal station in 20 minutes to cope with the load
Perhaps one good thing thats come out of Argentina draggingits feet out of spite is our governments decision to go it alone on the regasification plant for LNG.
LNG would certainly be more economic to fire a new power station than the diesel plants in operation at present

I understand France in its protectionism. They have no intentions in putting their farmers out of work. I agree with that. I agree with a trade bloc that preserves the right to work. Uruguay needs to produce more and import less. That's why I also agree with the regasificadora. Pepes last year will deal with that, the port, the ferrocarril and the mines, the last ones I fully disagree with. You can't say Pepe didn't do great, should he pull that through...

Exactly, hence the reason they can't invest in the distribution network. They have to beg for subsidies from the government every quarter just to cover costs. You can't expect aging infrastructure to hold up in the current conditions. It is not a matter of changing fuses.
There is also an issue on the generation side, hence the programmed power cuts.

The fact remains that there are two potential causes of power cuts:
1. An overloaded distribution system (i.e. cables, transformers, fuses, circuit breakers, light bulbs), or
2. Insufficient power generation (power stations, energy bought from Uruguay etc.).
You can fix either of these by investment.
As Leiard points out in #75 you appear confused and as well as confirming the possibility of 1 you are suggesting a 3rd possibility involving some sort of conspiracy involving politicians, young castrated cattle and other mysterious unexplained forces. If by this you mean that the people in power have created a system where either 1 or 2 can occur on a regular basis then I think you've finally stumbled on the correct cause of Argentina's problems, albeit by an unusual route. Well done. :-)

If the cause is an increase in demand, it doesn't happen overnight, and they must've veen running near maximum capacity for a while.
If the problem is an overload, how come the power is still off during the night, when consumption is at it lowest?
An overload does NOT harm the power grid and it does NOT take a week to fix.
Regardless what you “modern electrical engineers” have to say...
A-HOLE, you will find a fuse in the plug on your curlers too, but we are talking about the grid. If its been off in RGland in the same area for a week it must be equipment failure, lack of grid resiliance, poor grid planning or gross incompetence....take your pick? In civilised countries when demand cannot be satisfied, power cuts would be rotated and the grids design would allow that. But, if there were lots of illegal hook ups like in the villas that would complicate things. Spanish practices once again.. What a palava!

Various outages was one of the main motivations that made me move back to the USA. I couldn't take lights going out, internet out, airlines strikes, road strikes etc etc. All for no reason, light rain, heat, little wind, it was always something and after awhile I just couldn't take it any longer.
BUT I knew a difference I knew blackouts were supposed to be rare not a monthly occurrence. That's the difference when you live in a sh*thole you just don't know any better. You think everyplace is like it is there. You end up expecting things not to work or to be delayed and you happy when they aren't. Totally different way of thinking and another reason why they'll never ever succeed.
I also asked my friends why oh why did Rgs pick Italians or Spanish to do infrastructure. For gosh sakes they have the same problems in EU much less a remote country. Why not pick the USA where we know what we are doing and our lights barely ever go out? He said they don't like the USA and prefer to do business with other latins.

Macri can't be happy to see what is happening to his city and his people. He has refused to take responsibility for the electrical utility, as proposed by CFK.

1) Expected (or normal) load: the load that the grid was DESIGNED to carry for most of the time and is typically 50% of the trip loads, it includes periods of normal high loads such as when people go out to make a hot drink in the adverts. The system components operate within their rated values of current and temperature (A & T);
2) Unexpected demand: as it says, loads that would not normally be expected at that time of the 24 hour period. Generators sell electricity at various prices for the time of day. Commercial contracts are usually lower than normal price if the customer accepts disconnection or voltage reduction due to UD. The whole loading is well within the design loading of the system, rated A & T not exceeded;
3) High demand: unusual loading for the time of day. May result in minor A & T rating excesses and will be relatively local to an area. The generator will advise the retail suppliers that if the load continues they may risk disconnection (contractual limits exceeded);

I don't know how many U$1000s I had to spend replacing everything.
I used to laugh and call my friends crazy that they unplugged stuff when they went away for a couple days, refrigerators, washing machines, computer etc. Until I learned why they had to do it. They grew up in it.
Can you imagine unplugging your refrigerator and washing machine if you went away for a couple days in the USA? We don;t even turn off a/c! It's a crazy way to live. It's like battered wife syndrome. You just kind of take it and take it no matter how terrible it is because you don't know that life could be better somewhere else.

Uruguay has no copper mines but is a major exporter of scrap copper.I think UTE had to replace nearly 100 kilometers of wiring last year. These layabouts not only steal electricity but the copper wiring too.

Waiting can be a good profession and well paid in good restaurants. Try eating in quality restaurants with good service and you will understand. Sneering at someone working as a waiter for what ever reason is not attractive.
@146 Tipping was effectively suspended after the last crash in Argentina. Restaurants were so grateful for any customers that they did not expect a tip. However, it is more customary to leave some loose change than give a decent tip now. I always tip but many friends from Argentina do not. Chileans tend to tip and they dread Argentinean and Brazilian tourists as they are tight.
As a rule I check the norm for each country I visit and tip accordingly, extra if service has been good.

Depending on the work I am commissioned to do I may be based in one place for months at a time or I may be moving around to several locations. I spend on average 7 months of each year in South America. I like it very much and have a considerable network of friends and contacts built over the years.

In Argentina around the BA quays service was good and in Cafes everwhere along my route it was OK although my Spanish isnt great. I always left a few coins if appropriate. The Holy Loch floods....a combination of high tide ..wind and torrential rain...like last night. The many burns (streams) from the surrounding hills that empty into the Loch with heavy rain cannot flow as quickly the outlets being covered with the high tide...they back up start to rise and flood all the lower areas and shore....

So, when you are too mean to keep with the custom of the country and tip, you are depriving the waiter of his earned and expected wages.
I have no respect for people too mean to tip. If you can't afford to tip, don't go to a restaurant with waiter service. There are plenty of McDonalds and other fast food places around.

The weather in this region has been atrocious for the past week. Screaming gales and torrential rain. I don't know where he lives as he refuses to say but the Holy Loch can be badly affected when there is a high tide, severe SW gales and continual torrential rain The river Eachaig feeds into the Loch from Loch Eck which is a large deep freshwater loch which itself is filled by numerous burns coming down 1600 feet hills. In certain conditions the wind and tides bottle up the water in the Holy Loch at one end and the fresh water cannot flow out at the other end. The result is flooding in the land next to sea level.
Locally, in Ayr, the river Ayr is about as high as I have seen it in 43 years. Crossing the Auld Brig-600 years old - I was praising the builders who built it and generations who kept it in good repair.
No scientific calculations in those days. Lets make a bridge that is over strong for any eventualities and will stay up.
I suggest you and Voice meet and resolve your differences with Finnan Haddies at dawn at a mutually agreed venue.

And if Scotland wants to be free of 'English' subsidies no one is going to stand in their way, least of all the English. As it stands about 25% of Scots are in favour of independence which says a lot.

Yankee our rulers were both myopic and arrogant back in those days. Things really changed with Atlees government immediately after WWII, that was when people power really asserted itself and the Downton Abbey lot faded away. Its odd that people in the US and SA still see the British as haughty and arrogant. 99% of Britons arent like that. Colonialism ceased in the 50s and 60s and as Elaine says the English are fairly indifferent about total Scottish Independence. The only thing that concerns everyone, including the Scots, is disentangling ourselves from each other. Just like in Scotland there are English folk that see Scottish Independence as an opportunity to get rid of the Scottish MPs in Parliament and thus get more sensible market economy policies. Scotland is very left wing generally. A lot of my friends in Scotland say they would leave to live in England if Independence happens. They fear a Peronist type of state where everything gets nationalised becoming inefficient and ruled by dogma. Anyway its up to the people living in Scotland themselves to decide...

For awhile most of my friends would go party in London on long weekends. It is a quicker and easier flight than to LA or SF and in my opinion a lot more fun. I think it is because the English.....at least the one's I met and fairly well mannered and it may make some the the cowboyish, blunt Americans feel that way. And, you probably know that the vast majority of Americans are seriously enthralled with English royalty. While the current administration may or may not seem to be, but the country sees England as it's only partner in the world next to Canada.

I would also like to add that the populations of England and Wales also had no say in the matter either.
That isn't how things worked back then, is it? The ruling classes made all of the decisions, and the ruling classes in Scotland decided that union with England was as way to prevent Scotland (and by extension themselves) from becoming bankrupt. The Union saved Scotland, and you would be naive to belive otherwise.
In fact, Scotland gained far more from the Union than either England or Wales did, and Scotland has been a good partner in the Union, but it is an unequal partnership. Scotland has far more independance, gets more money and benefits than the English, Welsh or Irish do. Yet all the Scottish appear to do is complain about how 'unfair' everything is.
The majority of people in England, Wales and Northern Ireland would vote to give Scotland its independance right now, as they are fed up with the Scottish apparently playing the 'victim' all of the time, when they are, infact, the greatest beneficiaries of the Union.
I myself, believe in the Union, but if Scotland wants to go it alone, then so be it. But if it does happen, then Scotland will truly be alone, the rest of the UK won't be bailing you out a 2nd time. After all, this time the PEOPLE will have a say in the matter, won't they?
However, we digress from the thread, which is Argentina not having much luck right know, especially with power etc... and with increasing civil unrest.

Troy, Captain Poppy, thats in response to Voices claim that I have been lying about my cycle trip through his home town. That toilet at Rothesay is famous, it has won national awards. Its a very fancy marbled Victorian creation. A lady sits in a little booth or something collecting money and selling postcards. My pal and I had cycled the Southern Hebrides islands staying a few days on Islay at the Jazz festival. We diverted via Voices town because we missed a ferry. Of course he refuses to believe that because he is obviously an indolent (probably overweight) motorist that can hardly walk up the high street. I started cycle touring when I retired and now in my 70s I think it makes you at least 10 years younger than you actually are. I have plenty more photos in that set to embarass Voice who doesnt know his own area very well.

He stupidly claimed he could get to his “property” in 3 hrs from 3 different airports - and got cut to ribbons.
- Claimed to get through urban traffic congestion and average 75 mph along PA backroads,
- Claimed to fly into Toronto and cross the border at Niagara Fslls, without taking into account traffic congestion en route to the border and the hour + wait at the border - then changed his story.
- would have to rent a car each time, cross a border with it, and then he would be required to keep it and return it to its point of origin and country of origin :-)
- now he says that would be too expensive for him and he would buy a 4x4 pickup truck to run from the airport and back !!
How much would that cost to leave at an airport parking lot until the next visit LOL!!
Not to mention that cars frequently go missing or get stripped, at US and Canadian long-term lots!

I do think he is a bitter young man and angry that he is someone he does not want to be, or the very least not happy he is who he is. He never answers anyones questions, rants about things others post, avoids, evades and diverts. He is afraid to state where he resides, his age and even sex is unknown and this secrecy seems to give him some sort of superiority boost, though most of his ego is fueled by his insults and anger that manifests from his inferiority.
