I was told by my Escribana when I arrived in UYU that 'we work to the ten years rule, we take ten years to think if we should do it, ten years to get the enabling legislation and ten years to implement it'. I think there is a lot of truth in that!

Any sort of agreement will only be a back and forth trading of advantages for politically-favored groups and industries that will profit the politicians and their favorites at the expense of the public. There's no need of trade agreements -- the need is for reduction (or elimination) of tariffs and trade restrictions so that people can buy what they want, where they want, and at the best price they can find.

I think that “Shifting the burden”, in this case, is quite the right thing to do. You may well consider such a self-serving opinion the right thing to do. But I have posted ten viable sites that say you can't do it because it's considered an abuse. Despite the fact that you never PROVE anything I am bound by the same rules, If I make an assertion then I have to provide evidence that confirms it.
