This is the very rational idea to keep peace in the continent.

In the last six months of 2009, the poorest countries of south america and the unstable ones had generated, already, an expense of 34 billion USD in weapons and war equipment. There is not sense for it.

Not sense, because their people are far from healty food and clean drinking water consumptions. Besides, at the present time their unemployment rate is accelerated to an average of 12.1%, while rural and urban populations are experimenting decline in power, contributing to lose of finishing goods and reduction of manufacture production.

Most south american countries have not managed well its roads and highways and airports; most of them are still unpaved. Some countries do not have a railways at all and their local and international trade operations could be profitable, but they are not, due to the present circumstances. So, why public officers do not look into it instead of war weapons expenses?

Besides, famine is observed in higher percentage in the rural areas, especially where indigenes population and other minorities racial ethnics are living, which contribute to increase on infant mortality perhaps racing with the African countries. So, why public officers do not look into it?

In the century XXI war is not with bullets or nuclear weapons, but with knowledge and new inovations to eliminate sickness and poverty. Then you will be the winner; those countries do not appear on the list for being honored, because they never, ever recieved a premium Noble.
