To help make certain they act in their nation's best interests, I'd suggest making certain that all who have been educated at the SOA/WHINSEC are accounted for, as well as any personnel directly under their authority. The history is clear--many of those not acting in Bolivia's best interests have been proven to be under US patronage, if not direct control--and one of the clearest indications is training at the above facilities. Look at Manfred Reyes Villa and the millions now missing and probably stolen by him for a good example.
