You don't need a diligent, effective, and impartial investigation of these events. What you need is bullets and non-corrupt enforcement agencies. second is going to be difficult. Britain would assist except that you don't like us. I recommend the US marines and the CIA. Also, considerable use of the death penalty. And don't mess around. Execution with in 2 hours of the guilty verdict.
