The Spanish Government is formed by the PSOE (Spanish Socialist Workers' Party) and has clearly shown a more sensible attitude.
If quote ship-to-ship fuel transfers are banned in Spain perhaps someone can explain to me what the following Spanish tanker ships operating out of Algeciras get up to every day in the bay?
