It's understandable that Bolivia wants partners and not owners of their natural resources, but it's false to say that it does not need Foreign investors.
It does not has the money for the infrastructure, and it does not have the educated workers that have capabilities to do everything on it's own. The problem for Foreign Investors is, they don't trust Mr. President Morales.
