In this electronic time and age (and if we are going to buy stupid arms anyway), technology transfer should be THE crucial factor of all South American defence procurements.
The French are offering it.
The American not.

Brazil has tied the purchase of the aircrafts with technology transfer. The problem with the US is that, even if it commits to technology transfer, it is likely to veto sales of the F18 to countries that are not aligned with it. When Brazil tried to sell a set of Embraer-made small jets called SuperTucano to Venezuela, the US vetoed the process because parts of the aircraft contained US technology.
France is not likely to veto sales of its aircrafts. But the Rafale also has that same problem: some of its parts include US technology, and so does the third contender to F18 and Rafale, the Swedish Gripen.
The tech transfer would not include the nation being allowed to mass produce and sell the aircraft to other nations...That would kind of put the french aircraft industry out of business.

You're wrong. Brazil's intention is to sell the aircrafts to other LatAm nations. This is know from the beginning. A proof of that is that many members of the government - Lula himself, the Defense Minister Jobim and Lula's advisor in foreign affairs Marco Garcia - publicly dissed the F18 offer because of the US's record in vetoing sales. That's the greatest reason why the Rafale has had Brazil's preference thus far.
What I read about the Sukhoi 35 is that The Brazilians did not selected it, because transfer of technology would be difficult from the Russians.
From what i've read the brazilian air force wanted the 35's but it was the government who choose the french jets over these. So they could build and sell them on contract.

Than you should read more Mr Zethee if you really care. The problem with the great Sukhoi was (what is important for the Brazilians) Transfer of Technology. The Brazilians also wanted the Eurofighter, but again technology transfer was and is an issue. Now suddenly, Brazil is very important (how the world has changed), all three (Boeing, Saab, Rafale) are willing (the US says that but you never know with them) to transfer technology and strengthen the relationship with Brazil. The Brazilian air force prefered the 35's because it suits brazils needs better than the rafale.
The Brazilian Government will choose the french Rafale because of the Technology transfer and boost to the economy from exports, because the french are desperate to get some exports from this jet.
The competition is about tech transfer as much as it is about the actual design chosen. And the government won.

Best deal so far are the French or the Swedish Gripen that allows transfer of technology and build in Brazil and sell.
Russia does TOT (transfer technology) in fact have offered MIG 35 and Su to India under this condition.
