Brasil could get rid of its favela legacy if it invested at this level. The trouble is that there are always more people drifting from 'the country' to the cities to re-fill emptied favelas and to build new ones.
The keys to coherent progress are in tough urban planning laws and in 'heroic' infrastructure introduction.
