The importance of Unasur is that it has the capacity to STOP an arms race across the Continent. No south American country has state-of-the-art armed forces, and there is no imperative that upgrading should be rapid. Dilma Rousseff is right. For this Continent, this is the time to invest in EDUCATION and INFRASTRUCTURE, not weaponry. Time to do more than talk the talk - this is the time for Brasil to walk the walk.
