Brasil's infrastructure needs are right across a sub-continent, not just in Rio.
Huge cities with exploding populations, no reliable electricity, no sewerage to speak of, no road sub-structure, no building standards, no town planning, no advanced port management systems, pollution, dereliction and jerry-building everywhere.
Even if all prospective oil wealth (including oil revenues from the USA) were spent on infrastructure (and none on Education), it would not be enough to bring the country's infrastructure up to First World standards.
Expect loans, not gifts;
but expect some loosening of commodity trade embargos/restrictions on Brasilian exports, and many more US scholarships for top-rate Brasilian students.

I once told a 'college educated' individual that certain areas in Argentina were terribly cold, I actually had to explain to him that the Earth had two ice caps, one at each pole, just so he could grasp the concept that Patagonia could be every bit as cold as Alaska. He thought that anything South of the border had to be hot.

Martin... it is embarrassing to see how far the US has fallen in such a short time. College educated just does not mean what it used to mean here. From what I see, many recent college graduates have a marginal high school education. The US worker is being trained to be a good worker bee, but not to think. Religion plays a big role in marketing ideology over science, beliefs over facts. It is so much easier to control people when they cannot think.
