Just by reading the news title, I knew where it came from: from Veja, a magazine that combines Fox News neutrality with Disney TV accuracy.

The country has conspicuously refused to establish anti-terrorist legislation of the type necessary to control this threat because, it says, if it did, the legislation would be used to catch ex-terrorists from the country's old-Left, and the net would catch a lot of Brasil's new Establishment.
Brasilis known to be wide open to extremist exploitation as a result.
It is no surprise that Brasil rejected Italy's formal request for return of a well-known terrorist multiple killer - rejected by Brasil because Brasil does not distinguish between TERRORIST and FREEDOM FIGHTER.

Whilst ever the Government belive that they do not have to be answerable to the people, and while ever the people feel that the Government has been voted in to do whatever it wants, these things will continue.
Education the people to be discriminating human beings, to think for themselves, is something all countries go through on their path to civilized democracy.
Brasil and its people, like most nations, has a long, long way to go in its control of the weaknesses and excesses of its executive.
