    The problem's not the money, because it's readily available within Brasil, from the USA, and now from Germany. China's probably in the frame also.

    Forgetit tells us that actual on-the-ground build must be done by 75%+ indigenous workers. This may be a problem as there is already massive under-provision. Still, the presidenta can decree a variance.

    Also one of the BIG hold-ups is the length of time it takes for a projects (stadiums, sports villages, roads, metros, airports) to get Environmental certification. Minimum 1.5 years at present; some many years.

    And one external problem is that the All American Human Rights Organization (I forget its proper title) will bring international legal cases if works affect the poor and disposessed in any of the 13 cities involved. This could hold up matters for even longer!

    What it really needs is a Presidenta who can cut through the crap and kick ass. . . .and do it yesterday.
