The purpose of the Armed Forces are to preserve Democracy and not to practice it within their ranks.
An order is giving and must be obeyed especially during war times ....... JMO

8 Argentine officers convicted for dictatorship-era crimes

Expedite the case because they wear uniforms?? Forty years later means to expedite the case for you?
I don't blame all the officers but those criminals are lucky that they had the chance to enjoy their lives for such a long time.

In this case it means: ”Expire”
That means that nobody will be prosecuted anymore for those alleged crimes.
