The Union of South American Nations, Unasur, defence ministers sponsored in Peru a declaration confirming the region as a “peace zone” and agreed to continue advancing in developing a “common methodology” to compare defence expenditure among member countries.

The “Declaration of Lima” sealed the two-day deliberations of the Unasur Defence Council, CDS, third meeting and agreed to continue with an ad hoc work shop in Santiago de Chile next June2.

Reduction of military expenditure in the region has been a long standing proposal from outgoing Peruvian president Alan Garcia which had a positive echo when first announced but has yet to formalize specific commitments given the different defence and strategic interests of Unasur members.

The declaration also reaffirms support for territorial sovereignty, abstention from intervention in internal affairs and promotes self determination of the region’s peoples to advance towards regional integration.

The CDS supported a Colombian proposal to request Unasur Foreign Affairs ministers to convene a special meeting with Interior, Justice and Defence ministers to address the growing issue of trans-national organized crime.

It was also agreed that a commission working on the drafting of the “Peace, Security and Cooperation Protocol” to promote defence issues consensus and cooperation will hold a meeting in Ecuador next July 14/15.

The Defence Council includes Defence ministers from Argentina, Brazil, Bolivia, Colombia, Chile, Ecuador, Guyana, Paraguay, Peru, Surinam, Uruguay and Venezuela.
