There has been higher unemployment in Spain but the main cause of high unemployment currently is the rigid labour laws. Strong unions obtained such strong employment conditions for permanent staff that a two-tier employment system was introduced allowing for temporary contracts to be used freely, making up about one third of all employees. Therefore, as soon as there is a downturn in the market, like the property development crash, staff on temporary contracts are immediately made unemployed in vast numbers.

There are other contributing factors unique to Spain but I don't want to bore you all to sleep.:)
