Well, the message in transparent, the association of MercoSur welcomes Venezuela, but not the Chavez's regime, so until Chavez remaines in Venezuela as president, there is not a chance toVenezuela to become member of MercoSur organization.
But, Chavez needs to keep giving his doctrine and influences not only to some countries in south america, but in europe as well.
Being the 5th oil produce country in the world is one thing, but giving to its people a 20% inflation and 19% unemployment and having 1.19% as foreign direct investment in south-america and lately considering the USA's economic, technology and contract sanctions to PDVSA , plus 12 BIllion USD debt to China, is showing its desperate picture to the world that his system is dysfunctional infact just looking its exports to the USA it has been reduced to 465 millions of barrels of oil per day from almost 890 millions of barrels of oil per day a decade ago.
Venezuela's cash flow is stumbling and its influence as well.
