and this could well bring coruption and crime with it, dont put money before law and order, just a thought ?
Not sure how it would bring corruption and crime, especially if you have to get onto the boat to do it (i.e. past ticket and passport controls). It's not as if you can't gamble on the ships now, as soon as they clear 12 miles from the coast.
