    Medium cost to this large nation; not profligate. But who is the enemy - USA?
    The diesel subs represent a flea-bite against major nations (2 in maint., 2 on patrol/ 3 in maint., 1 on patrol more likely).
    Useful against drug cartel runners? Probably not.
    So, who is the enemy?
