Venezuelan President Hugo Chavez said he was preparing for a second round of chemotherapy treatment in Cuba to eliminate the risk of malignant cells. While I wish him a speedy recovery (coming from a family that had been affected by cancer) why is it not possible for him to have treatment in his own country?

Do all other members of the Venezuelan proletariant get the option of having chemotherapy in Cuba if they need it?

Is this a case of some people being more equal than others?
