Your inflation is at 25% set to rise to 30% within the year, your constant devaluation of your currency and (near empty national reserves), which only increases the rise of inflation, Whats next you ask - Well how does Argentina becoming another zimbawe sound, because thats where your governments currenty economic policies will take you.
Yes devaulation of the peso helps your exporters export goods in the short term, but the increasing inflation means the costs of producing such goods will increase and end up pricing your exporters out of the export market.

Wrt declaring the S Atlantic a nuclear free zone, it is important to speak to the Americans, the Russians, the British, the French, the Chinese, and all the other countries that maintain a marine nuclear capacity. Most will move covertly between the Atlantic and the Pacific, though few will bother to linger along the South American coastline, there is no need.
A declaration of this sort needs the capacity to enforce it; Unasur is perhaps a century away from being able to do this.
