The Islands Elected Members drew up our Constutution - yes with legal assitance from paid civil servants here and in London to get all the legal jargon correct - but the principles and the issues and points in our Constitution were decided on and made into Law - Here!!
Reality for the uninformed is that under UN LAW the UK is responsible for Good Governance in its overseas territories and has to report on them to the UN. Hence it is pretty logical that London has to approve our Laws - they have - to abide by UN Law - to ensure that our laws are open and democratic and politicians here are not lining their pockets.
Billy nows full well - as does Marcos that neither The Governor - nor the Chief Executive (he is merely the senior civil servant who manages the Govt machine) nor the Attorney General can VOTE in Govt Sessions - FULL STOP. Because they are indeed not elected.

It would appear that she was against the major policies of that dept - Policies which had been agreed in advance by a majority(democracy) of fellow elected MLAs.
No you tell me - if a Minister in Christina,s cabinet opposes the decision of the cabinet and president and continues to obstruct that policy in Govt - does that Minister remain if office - your answer please?
