Taxes and land reform can be a great tool to deal with problems relating to land theft, piracy and occupations, some are more efficent then others.

1) increase the taxes to the highest levels used around the world 2) create loops hole in the tax laws to shelter nationals from losing their property, 3) write up laws to force outsider to work on their propertyes or lose it to a cooperative or unions. 4) slap them with a tax higher then the national rate. 5) exclude nationals from being targeted by this taxes. 5) create a subsidy for nationals as it's done in USA and UK. watch them run and enjoy it.
