    this is a great idea if south America is to collect any tax from the theft of labour, in USA and Canada they charge 100% if you bring more then one box of cigars or rum and they look into every bag looking for the items one by one, whomever is outraged or surprised by this news has never traveled or bought items overseas.

    It's worse in the US, they charge you 100% or they take it away and if you refuse to cooperate, you can be arrested by law (homeland security).
