For Canada's Harper, not so hard to reject the Latino clamouring about the Falklands, Cuba or drugs, but for Obama, Cuba and drugs are easy to reject but not so easy the Falklands. US is now got fourth-largest Latin-American population, and while the Miami-based Cuban-Americans would support Obama on Cuba and drugs, they tend to go with Argentina on Falklands. Obama is in full WWRD (What Would Romney Do) mode and trying to figure out how to reduce the political blow-back from Republicans. Rejecting the Cuba, Drugs, Falklands resolutions allows Obama's administration and Hilary Clinton to muck about with the quieter stuff down in the Physical Infrastructure and Security sections.
