As a graduate of a top 30 in the world University they do need to catch up but there are bright people in those countries but not always in government as seems to be the case all over the world!
Brasil represents 35% of the whole population of Latinamerica, but only 25% of the best 250 univiersities are Brazilian. So not so sure this is a big achievement or big deal, as the author of this article tries to point out. They are clearly underperfoming, even for regional standards. Colombia, Argentina, Chile and even Mexico have a better ratio.
He mentions that 3 Brazilian Universities are ranked within the TOP 10, but drops the fact that 4 from tiny Chile are within same TOP 10.
Isn't it rather an achievement, that a country that barely represents 2,9% of the whole latinamerican population has 4 of the 10 best, and being 4th ranked with 30 Universities in whole LA? Brasil has 12 times the population of Chile, but “only” doubles their amount of universities within this ranking. Way to go to present themselves as THE University Powerhouse.
I am glad to see they have rehashed this article to mention Chile's prominence, unlike the earlier article on the same subject.

Considering that Chile has less than 10% of the population of Brazil really puts this in to proportion.
Chile already leads the continent by every conceivable economic measurement and now we are storming academia too.

Having said that, I know Brasil's U.S.P. - and Campinas even better.
They are class acts, and they work with some of the world's best universities on an equal footing.

The ranking you have posted is the outdated QS ranking from 2011.
Deal with it and your dyslexia and go play with mud...
The above article is dealing with the current 2012 case, whereas Chile has 2 additional universities (now 4) within the TOP 10 and simultaneously kicking out the only Argentinian University out of the same TOP scorers. Probably a new starting trauma for you.

I might have over done it with every “conceivable” economic measurement, but certainly the most important ones: highest GDP per head, highest productivity, most business friendly, highest exports per head, lowest national debt. International investors put clear water between Chile and the rest of the continent in terms of business risk.
ManRod & Condorito have said all right.....we are few but good....and going to be better....as OECD level and the very first Latam developed country very soon thanks to the might of the proffesionals from our Unis...
