As usual the fist people to benefit from economic reforms will be the communist party officials and their families, they will become the owners of hotels, shops and main businesses, pretty much the way things happen in China. Crony capitalism at its best.
#1 In a word, yes =) The Cuban and new Latin American models of leftism seem to be converging, which is good. The Soviet system of state ownership of everything didn't work and socialism has to find new ways to progress in the 21st century
