In reality the plant withstood the earthquake but the designers did NOT consider a tsunami the strength of the one that hit the emergency generators and pumping sets. These were overcome by floodwater (being almost below ground did not help) and the batteries were ruined.
So, no emergency power, just as the emergency happened!
Very easy to see in hindsight, not so easy when you have a blank sheet of paper and have to design things: which is where I started when I was newly qualified as an electrical mechanical engineer.
I have lots of sympathy for Japan, none at all for the uneducated (in science) politicians like Merkel, but hey, why let being pig ignorant stop them from making a hiatus out of a disaster.
