The Uruguayan government announced the creation of an inter-ministerial task force to consider a proposal to “resume air connectivity” of the country following on a proposal from Argentine businessman Juan Carlos Lopez Mena who owns sea, river and air link companies between Argentina and Uruguay. Not quite. Uruguays largest foreign investor is Argentina. From retail, transportation, real estate, etc. This is common knowledge.

It appears there is more to this story. The Cosmo representative is the former head of Buquebus Europe. He registered for the Pluna auction under a fake name and probably had pre-arranged to rent the planes to BQB possibly with the Uruguayan government's knowledge:
