Argentina is sending a top level ministerial delegation to Ghana to discuss the release of the Navy’s tall vessel ARA Libertad, retained in the African country following a Thursday court ruling which confirmed the seizure on the complaint from a hedge fund. Read full article

This means that, should they try to bribe the authorities, they may find themselves in for a shock, as they are booted out of the country, whilst Ghana announces what they have tried to do to the whole world. Of course the Ghanaians would have to seize the bribe money as 'evidence'. ;-)
No, I think the Argentine government will pay up quietly, then announce loudly to the world that Argentine diplomacy has worked, that they have defeated the evil corrupt vulture fund, and that Ghana supports them in their spurious claims to the Falkland Islands.
It will be quite interesting to see how this pans out.
There's no way around it - no matter what, Argentina will need to pay some big bucks, and even more money if they want to come out of it well, politically.

They'll probably be seeking some sort of enabling act to allow the vessel to leave. Unfortunately they have little leverage over Ghana no matter how much fuss they make.

We paid cash gratuities and purchased clothing “sin boleta” at almost all the shops. As good Chileans, we decided to pretend to think like Argentinians and avoid paying taxes, it was fun! However, upon returning to Santiago, it was back to being “normal” and paying our 19% VAT.
VATAYON MILITANTE - The Argentine government under Cristina Fernandez de Kircher and The Argentine National penitentiary service, takes inmates out of jail without judicial permission, to attend and participate in political events of Kirchner. The prisoners are paid an “allowance” of $2700 per month for joining this political group. Ghana has various defense treaties with some rather powerful countries. Your “force” would be wiped out by “friendly powers” before it could get half way across. In addition, you would piss off the whole of Africa. Certainly worthy of a master strategist like you.
It may have escaped your notice, but Ghana is a sovereign country with an indigenous BLACK population - unlike Argentina which is a former colony of Spain.
Use 20 MILLION argentine pesos ? Who is going to accept this abroad for the material you would have to import to start your pet project.

First, a big thank you and abrazo to all the wonderful people of Argentina who made my family stay at Valle de Las Leñas so wonderful. Although we saved money on taxes, we made sure to support the local economy and gladly paid generous gratuities in Dollars to the staff we came into contact with. The service was of the highest level and we were all treated extremely well. Not one person we met had a kind word for the current CFK government.

And yes... We understand that when we're not paying taxes, we're actually committing a crime, but we prefered not to voluntary give it to a corrupt government either.
I must admit that I'm enjoying the humiliation that CFK is experiencing, and feel she deserves it, but obviously I have mixed feelings on the detention of such an important national image. Chile has a similar beautiful ship as well. I'd be outraged.
As far as the captain in command of the 'noble Libertad, unless a time of active belligerence, his first responsibility is to the saftey and welfare of his crew. National honor must be maintained, and the captain should not relinquish command without careful admiralty protocol, which every cadet has to study. The government of Ghana I trust will act in a correct manner, and I assume the captain will do everything to comply with his admiralty command. If the admiralty in BA orders the captain to relinquish custody of the ship, but is allowed to disembark “with sword” honor is retained. If the captain is ordered by his commander to surrender, he would be humiliated.
Unfortunately, the simple act of quietly paying a settlement does not seem to be what CFK will pursue, so I assume this will drag out for some time. Bad press for CFK, and 20m is minor compared to letting this escalate.

Her feckless attitude to debt is not a good example to set. What if all Argentines decide that they are just not going to pay their debts anymore? Because they just don't want to. Imagine.

As young officers, we all agreed we’d rather die than ever “strike ones colors” and surrender to an imaginary overwhelming Argentinian attack. (In those days, Argentina had a vastly superior fleet and we were foolish.)
In the Naval Academy we studied naval history and I wrote a long paper on the events leading up to the scuttling of the Graf Spree by the very honorable Captain Hans Langsdorff. (His loyalty was not to Hitler, as mine would not be to CFK either.)
Sinking ones ship in port is almost as humiliating as surrender. A commander of a war vessel has great responsibilities and is honor bound to fight to the death, especially if ordered to do so. If the admiralty of the fleet gave a specific order to scuttle the ship, I would have to comply. (I would note it would be very stupid, complicated and would require at least the assistance of my second officer.) If scuttled at dockside, the ship could be refloated in a week.
I thought I saw in article the RG captain has been removed but the rest of the crew remains on board...

The vessels involved just carried out what was expected of a RN ship.
An Argentinian would not know what courage is - it must have been bred out of them over the generations with a few exceptions.
Argentine navy ran for cover. They could have continued with their surface vessel attack
Army, ran for cover and surrendered.
The air force was the only arm with any cojones.
Did you realise that Dad's army is a comedy show where the British laugh at themselves..
The Japanese had a different mind set from the rest of the world.

Patriotic men that still feel the of honor to their homeland, but tempered with common sense, would carefully consider with great anguish the destruction of one of the few classic naval cadet training vessels in existence, especially due to political and financial corruption. It would cost OVER 20 it today's modern world to replace the Liberdad with a proper cadet training vessel which is a part of the Argentinian national image.
There are many ways of destroying a vessels hull, but even if some foolish diplomat was able to smuggle explosive, via diplomatic pouch, into Ghana the key would be to get the vessel into deeper water. And imagine that it's discovered in transit? Another scandal as well. And for what? The honor of a corrupt politician? My stomach turns at the thought, but I also know that as an officer I would be bound to follow Admiraly orders. (It's a bit more complicated of course as there is modern international law that defines criminal actions that an officer could be rightfully prosecuted.)
There are MANY issues and comments I would add to this conversation, but yes, I prefer to remain reticent.
If I recover, I'm sincerely thinking about revising the text and publishing in in an ebook format. Unfortunately it's all typewritten and would have to be scanned, converted with software to electronic text and then re-edited.
I have three other “papers” in addition, of which one would be of interest about the post Falklands War. There is now fascinating declassified material (30 year rule) that would fill in the blanks of much I wrote about in the late 1980's.
BTW, today's breakfast is Eggs Benedict with smoked salmon.

Both Arturo Prat and Grau of the Huascar were fine men who died in some of the most bloody naval battles in service of thier countries, most of which are unknown outside South America. Lets not squabble about who owns the Huascar. She is a fine ship and a fitting monument to the courage of both men and thier crews and lets leave it at that

There is a time limit of 90 days for the owner of the property to be seized to present payment.
So AG have 90 days left from Thursday 11th October 2012 to pay the amount in full (or as agreed with Singer) or lose the ship.
There is no right under this law to ‘hold’ proceedings up while the debtor (AG) goes to an International Court. Can’t see on what basis they can proceed with any claim, but no doubt the weasels will come up with a try-on.

After careful thought, under similar circumstances, as captain of the Esmerelda and with direct orders from the Chilean Admiralty to scuttle her, I would disobey.
Despite the tall the ship's tarnished image due to the incredible poor leadership of the Chilean Admiralty in 1973, she remains an important symbol of our country.
No matter how much fire damage you could create, permanently scuttling the steel-hulled vessel would require several timed explosive charges preferably while in deeper waters. As the ship would begin her death list, anyone within the range of her four masts could be easily killed. Anyone harmed, no matter what their nationality, would be the legal criminal responsibility of the captain. (That would include Ghanian port authorities or fishermen, as an example.)
It's a classic “Catch 22” situation: To willfully destroy her due to corrupt political policy during peacetime and even despite official Admiralty orders, I would refuse. My concern would be for my crew and making sure no one was harmed in the seizure of the vessel. (No pistol scene over the Chilean navy banner either.) This would no doubt result in a devastating court-martial with disgrace and cause the destruction of the naval careers of a few of my serving officers as well.
No matter what kind of warships, airplanes or weapons that Argentine armed forces has, even if they had the latest techology and weapons available to mankind, think have you ever been in close quarters together with a bunch of Argentine men? They would totally ignore the fighting part (they only like to yell and scream, maybe go as far as a slap on the face if they get really insulted), they would all be grabbing each other's crotches and trying to mount each other. They are a bunch of horny dudes and would RUN from the front lines into each other's arms. Argie men are really cute to look at, but luv to play “plug the poop chute” before anything else!

When the “currency correction” takes place, I plan to modestly assist an old age home, or orphanage IN Argentina during the crisis. They will probably need it the most.
I also plan to take advantage of a buying spree as in the past. As I mentioned, CFK has more tricks in her bag, so there is probably no imminent collapse.
BTW: Destroying a national symbol over a legal issue caused by a corrupt government is not honorable. (And yes, so is willfully disobeying orders. “Catch-22”)

It does not matter whether anyone took the bet, in fact I was going to but did not know how I would collect OR, in the event of you being correct, how I would pay.
9% is not 14%, so you lost the bet. It was not that Chavez would win as I think most people would have put money on that, even if Capriles had got 100% he would still have 'lost'.
Do you consider 5.0% a landslide? Do not overlook the fact that if just 5.0% were to have voted for Capriles he would have won and who is to say they did not?
But no-one can believe the 54% anyway, I think TMBOA wanted it that way as she obviously fancies him and wanted a 'pair' of results to keep it ‘in the family’, so to speak.
The only true loser was Venezula.

How can Argentina gain respect? First you need to elect a government that cares more for Argentina and her people than they do about lining their own pockets. Then honour your debts. Start following intentional law instead of flouting it every time it becomes inconvenient.
Then encourage investment to develop and exploit your natural resources, and use the profits from those resources to improve the infrastructure, education, health, housing and the lives of ordinary Argentine citizens. You can use the money to give tax breaks to assist domestic companies in being competitive and to encourage foreign companies to open factories in Argentina, thus creating jobs. Jobs means people having disposable income, which in turn will make them want to spend money, thus helping the economy. It's not rocket science, it's simple economics.
