Where does it say 3 generations in the mud and who exactly hasn't paid for them, the people 'buying' them or the government has not put in the subsidy?

The government will pay up to a large percentage although there are requirement, minimum and maximum, you have to fulfill in order to qualify.
Exeptions are made.
