Constitution? Who cares about a constitution? Who cares what Morales said in 2008? I can't say that lying is second nature in latam, because it's not. It's first nature. Does it matter that Quiroga has revealed Morales to be a cheating liar? Clearly not. Did anybody doubt that Morales was a cheating liar? Clearly not. Following the release of the OAS letter by former president Quiroga, the Bolivian government sent an official complaint to the Washington based organization. The letter, in part, read You promised that you wouldn't reveal that our president is a lying, cheating scumbag. See what you've done. Now everybody knows he's a lying, cheating scumbag. You should apologise.
