Disclaimer & comment rulesAre these laws not already relevant in Italy? So does the Catholic Church have their own laws and if so why are they not being implemented? perhaps it is because they are Latins. Swimming in the same pool , if you get my drift. ( ie Argentina, Italy and the majority of Latin America)

Christ is the VATICAN at last going to realise that these laws that are NOW going to be implemented have been relevant to the rest of the World for many, many years. Why now?

I know little about the Vatican, I totally agree with you. But please feel to enlighten me as regards these reforms. Does the Vatican not follow the same laws as the people of Italy or the rest of the world?
As a separate city- state of the Vatican has it´s own administrative rules, constitution and legal regulation, the Vatican does implement those laws withing it´s state but now what this Pope is doing are Reforms to make them stricter and also to adjust the Vatican legal system to international law with a decree that only the Pope can use. The Vatican is considered a separated state inside Italy, as that is the smallest country in the world. It has diplomats representing it on every country when the catholic church has institutions, religious orders or groups of support, and has observer status in the UN so it isn´t part of the UN, has a right to talk but not vote inside it. The Vatican state has different ways to interect with each country as them have the hability to determine the way their goverment will interact with the Church and Vatican state.
