Actually the 2 stories are not mutually exclusive at all. The suggestion is that London Met failed to take sufficiently seriously the repeated warnings to get their procedures in order.
The Tories initially wanted to crackdown on immigration and the easiest target was students. But each international PhD brings in around £100k of foreign cash and are fantastically beneficial to our economy as they work hard and mostly go home again at the end. So the government then realised their crackdown on overseas students which was only done to keep Daily Mail readers happy was a disaster as some foreign governments started diverting their scholarships away from the UK. Having now correctly directed the crackdown against bogus courses run by pretend Universities which open above pubs, the actual world class Universities are getting the proper support again to attract the world's brightest and best to high grade Undergraduate and Postgraduate courses. That Universities are required to ensure that overseas students are physically present and attending their course is not that unreasonable and in the digital age is actually quite easy to track where the will exists.
