    Enforcement is the key, what a pity there will be little ot none.

    I s it just a case that wages are very low or are the people of Brazil like the argies, endemic liars and grafters?

    You readers may not understand, but the reality in my country is unimmaginable to you: here this corrupt government enacts laws to bypass the continuing corruption, so this law will certainly make Brazil even more corrupt. This government has proven to be the most corrupt government that has ever existed in Brazil.
