What is the point of calling for negotiations in good faith when Spain is even denying that the queues are politically motivated? How can you negotiate with people like that?
I assume that the fact finding mission is walking from Brussells to Gibraltar? Via Helsinki perhaps? Nothing else could explain how long it is taking to get there.

@4 Yes it could. Spain is delaying it so that they can complete their cover-up. Trouble is that they won't be able, legally, to get at Gibraltar's CCTV recordings. I've been to Gibraltar in the summer. 5, 6, 7, 8 hour queues are totally unjustified. I know that the queues involve vehicles and not pedestrians, but consider how many vehicles are necessary to generate queues of that length. Look at Spain trying to widen the scope. Tax fraud? The Commission has already checked Gibraltar for that and pronounced it clean. Environmental complaints? The artificial reef is in Gibraltar waters and meets all environmental criteria. And they are Gibraltar waters despite what Spain says. Why would Spain moan about land reclamation when it does it itself. Spain lies! Why does Spain refuse to go to the ICJ?
There's not much chance here. Barroso is a Maoist commie. He's already trying to go beyond what he was asked to do. Trying to brown-nose Spain. Looks like we're headed for a war. Britain will not step back. Seems like British naval vessels are appearing more frequently around Gibraltar. Don't mess around. Sink any spanish intruder. Blow everything out of the water or create new artificial reefs. If the Spanish are lucky, the corpses will float to the surface. Whoops, environmental pollution. Sink hooks and tow them out to sea. Fishfood!
This is a big own goal by the Spanish government. So far they have upset the Gibraltarians, the UK government, Spanish workers queuing to enter Gib and the bar and restaurant owners in La Linea who's takings are 25% down because the Gibraltarians are staying at home. Little wonder why there's 26% unemployment in Spain if the clowns in Madrid act like this.
Perhaps a hydrofoil/hovercraft link to the Kingdom of Morocco might work wonders.

And if they play their cards right (they seem to believe things are going their way at the moment), they could trigger support for a Catalonian independence referendum, the loss of trade and jobs to Morrocco, support for a Morroccan claim to Ceuta etc, and the refusal by the UK to support any bail outs from the EU.
You can see where Argentina inherited the 'we lost, so therefore we have won' perspective on events.
