In this case the boats were operated by 'US Law Enforcement' - the article is almos the same as the one on the RN website apart from they missed out one sentence

Well done, Wave Knight. Royal Fleet Auxiliary vessels are civilian-manned by civil servants from the UK Ministry of Defence. They are augmented by Regular and Reserve Royal Navy personnel.

I am surprised that the official version describes the Commanding Officer as 'Captain'. On British merchant vessel's the Commanding Officer's official title is Master. That is what his Certificate of Competency should say and 'The Articles' the crew sign they essentially agree to obey the master or his duly appointed representative.

It is used as an honorary form of address to the current master of a merchant vessel.
Similarly I believe the official term for the commander of an aircraft is 'Pilot in Command'.
