Sep 23rd, 2013 - 06:09 am - Link - Report abuse 0If Uruguay wishes to be free and prosperous, the bulk of the population needs to be interested enough in politics to take steps to remove the worst politicians and to get rid of too much government, the same problem any democracy faces.
