I have worked out the arithmetic for this particular question - MATHS is not required as it is a simple calculation.
The cost of a 9 roll pack of cushioned toilet paper in the UK is approx.£4.00. In $US this equates to $6.00. With 160 sheets per roll this makes a figure of 1440 sheets.
1440 divided by 6 is 240. So, one $US will buy 240 sheets.
I would submit that one $US is considerably more valuable than one sheet of toilet paper.
If you use the blue rate for the peso/dollar which is 9.67, then you could buy the paper at the rate of approx. 1 peso for 30 sheets.
This is assuming that you could get any $US and that toilet paper is available in your country.
Again, if the $US is of such little value, why is the Argentine government so desperate to get their hands on it and making it difficult for their own people to obtain it ?

Any amount of the former and obtaining dollars is no problem.
Our local Tesco has a foreign exchange booth and there are 6 travel agents who can supply them. The only requisite is that you have to have either cash or a debit card to pay for them. This may account for your difficulty.
My daughter and family are off to the Maldives and they obtained
$1000 from their travel agent immediately.
As to Italy and co., I cannot answer this as I have nothing to do with Italy and as for & co. , I do not know what you mean unless it is referring to Argentina, Uruguay, Venezuela et al.

In Britain also you cannot open an account in US dollar at least is hold offshore.
That at least was the explanation of the banks managers in London when I wanted to open an account in US dollars to transfer my money from another offshore account.
You are talking about 1.000 US dollar to go on vacations your daughter and family to Maldives in the Indian Ocean far, far away from UK.
Here people ask for 10.000 dollars and 20.000 dollars to go for a weekend to Uruguay.
As you can see the “smart idiots” think/speculate that the AFIP will not be aware of what there are planing to do.
As this seems not to be enough they have income/earnings declared to AFIP that are a joke.
The most famous case was of the “Susana Gimenez” TV celebrity a person with more than 100 millions in assets that was buying 2 million dollar a day while declaring earnings of $3400 (pesos) per month.
Of course many are refused to get this amount and only allow them to get USD 1000/800/ etc.
And then complain because what in reality they want to do is money laundry and all should be in jail.
So to understand the issue that happen in Argentina with the US dollar, you have to go to your local bank and ask for USD500.000 to go to vacation to Argentina while you are under unemployment benefit.
And wait for the big kick in the @ss you will get ASAP.
BTW how is that your daughter family just only ask for 1000 US dollar to go to Maldives?
You cannot go for a good and decent dinner with that amount.

All the costs of my daughter's holiday were paid in the UK.
Fares, full board accommodation, SCUBA diving fees etc. The cash taken is only for a few personal purchases in Dubai. It is a bit difficult to spend money on an island 800 metres long by 100 wide when there are no shops and you have pre- paid all your expenses.
