If that’s a recent photograph I would ask for his money back on the hair transplant.
It never quite works, especially when they have used pubic or arse hairs for the job.

What's wrong with a shaved head anyway? If you don't like your head being patted-wear a hat.
In his case the transplant doesn't seem worth whatever he spent on it, much cheaper to have his head shaved.

His lower beard may be the donating culprit, providing the ' implanted population', no doubt impressing the Brazilian Senate.
