That’s the proposition that they were referring to and I clearly understood it. Perhaps it is because English isn’t your first language. You probably didn't even notice they used preposition in the second paragraph.
No matter which way you try to split it, We feel safer in the UK and Australia. We worry a lot less about our governments torturing us. Pity the countries you idolise such as Russia, Argentina and Brazil don’t engender the same confidence.

Excluding the negative influence of Peru on the continental average, South America is the world's most liberal continent on the subject of torture and the rights of men to be protected from it.
As for Brits: that, as Anglotino so helpfully reminds us, they have such a large share of support for torture despite not fearing it themselves, only highlights the cowardliness of this support -- they understand that torture, if ever applied in their country, would not have as target a Brit such as them, at least not someone from a mainstream Brit community -- it would be applied on someone of a vulnerable community: immigrants, people from disliked communities (*cough* Muslims *cough*) and so forth.
It's like the murderous abuse poured on hapless Iraqi prisoners -- civilians or independence fighters all -- was not enough, and Brits want to import the practice into their country and further torment those who bear any resemblance to their Iraqi victims.
Is this really a country we want to keep around our righteous, peaceful continent?
