For what I understand of Richard Clarke, cyber warfare offers enormous possible offensive actions to be taken but there is not much defense and protection you can do.

If the only thing they can do is limited to the courtroom, then the Chinese will keep on denying everything and stealing billions of U$S worth of knowhow, technology and research and the US.
In terms of what you can do with cyber warfare it seems to be like the 1400s where the armies and nations were even starting to understand and grasp all the things you can do with gunpowder in the battlefield.
Just as a matter of interest, who are you going to sell your crap to? If you only have one customer, the customer dictates the price. Didn't they teach you that in Economics 101? And when China says it will pay you one yuan for every million tons of whatever? Incidentally, your actions WILL start the next global war. Do you understand that, if pushed, the West can wipe out everything of any importance in China, India (inc Pakistan), Russia and south america? The Western deterrents are designed on that basis. On its own, the U.S. nuclear arsenal is half as big again as the Russian one. With proper placement, U.S. strikes will set off a chain reaction. Then they can move on to the Chinese and Indians. Meanwhile, Britain and France take out the small fry.
