History has shown that so far that boycotting sports events or a policy of isolation or confrontation are not the most effective ways to solve problems.
Worked pretty well with South Africa I reckon.

Breaking news! FIFA's new tasks (except corupption) is now to find solutions to world problems! I strongly suggest to drop Russia and pass it to North Korea.

This is even illustrated in the FIFA-sponsored film United Passions, and the awarding of the first Copa in Montevideo.
FIFA can make awards, take political causes and stands, and then reverse and take them away. Making a political decision, South Africa under apartheid was blocked from participating by FIFA for years.
The Qatar 2022 Copa award is currently under investigation. They can do this with other countries, including Russia.
